Abstract

Federal Public Administration in Mexico has among its objectives to identify its management like an empathetic culture of public service between citizens and federal employees. According to this, organizational communication, from a prospective rationalism vision, has established important bases of connectivity and information in public institutions, but insufficient for its aspirations to transform. This framework proposes an organizational communication model that considers reflexivity, emotional and rational skills of persons, their unpredictability and of the environment. Also, an interpersonal communication is privileged to stimulate a transformative dynamics of traditional conceptions and practices that define the relationships in citizen attention and among coworkers. This model promotes an optimum public service culture that encourages welfare and dignity in working environments.
