Abstract

According to the thesis that the educational politics are not the results of elections taken by a group of expertees (technocrats and politicians) from a set of options but the result of social and political force confrontations, this article studies the teachers monement which has important repercusions on the decision made by the state government on educational matters and with some impact on the National Union of Workers of Education to the modernization of the education promoted by the government as well as the intervention of other social groups in the movement, the way how the negociations happened at the top lvel, and the agreements finally achieved.
