Abstract

From the political decision of decentralizing the elementary and "normal" education in 1992, the federal entities have assumed their new responsibilities in a different way. This work discusses the relation of educational decentralization and instrumentation of educational programs and policies in the State of Aguascalientes from 1992 to 1998. The analysis of peculiarities that educational policies acquired in this entity lets us conclude that decentralization is an essential condition to administer the education; eventhough, it is not enough to promote innovation.
