Abstract

From a public policies and a neoinstitutional approach, this article studies the general process in the decisions taking, which transformed the institutional frame of the drinking water and sewer service in the Aguascalientes district during a twelve year period (1989-2001 ). This process has stood out by a growing participation from the private sector, which caused direct effects in the service situation, the capacity of the local government and the citizen's participation, that is, about the local governability status.
