During the period from 1911 to 1920 there was a series of armed robberies, both at the state and national levels, which forced the legislative authorities to decree and reform the laws in order to support the population in case of material loss. The present work shows the different problems faced by the authorities and the inhabitants themselves, where the material good was more protected than the security of the population. Two cases are analyzed in which circumstances play a considerable role in sentencing criminals or not.
